Downloaded Office 2016 for Mac software from the Microsoft Volume Licensing Service Center. I have changed the ISO to a PKG file. When clicked, I get this error: 'The operation couldn’t be completed. Installer pagecontroller error -1.)' I have also tried to change the file to DMG file and the Unarchiver or UnZip Pro does not have permission to write to the setup.exe file. I have already disabled Gatekeeper as well restarted multiple times.
It's an ISO file, it's not a PKG file, it's not a DMG file. Renaming the file, isn't a reasonable thing to do. Just double-click the ISO file, or, OpenWith -> DiskImageMounter Don [doesn't work for MSFT, and they're probably glad about that;].

I am having the same issue. I originally installed it (free from Techsoup for nonprofits) on my old laptop. L just got a new laptop. The Migration Assistant moved Office for Mac over, but says it needs to be activated to use. After 4 frustrating calls, I had a support person instruct me to uninstall the current Office, and download a new copy. It did not give me an option to change.iso to.dmg format during this process.
She instructed me to manually change the extension to.dmg after download was complete. But when I tried, my Macbook gave me an error and wouldn't allow it.
I called Applecare, who said it must be downloaded as.dmg and Microsoft should be able to do this, since Apple doesn't recognize.iso. So back I went to Microsoft, who told me that I would need to be bumped to high level support and have the honor of paying $499 to open the ticket. We are a tiny, 2-person nonprofit.
The value of the entire application is less than this! She said there was nothing more she could do, and suggested this forum. It is beyond my comprehension that they think nothing is wrong with supplying Office for MAC(!!) in a format Mac can't read, and wanting me to pay 500 bucks to rectify the issue.
